Additional Protocol
a legally binding agreement supplementing the “safeguards agreements” between the International Atomic Energy Agency (IAEA) and various countries. These safeguards agreements authorize the IAEA to monitor and inspect countries’ nuclear facilities to ensure that they are used for nonmilitary purposes only. The protocol expands the IAEA’s rights of access to nuclear-related information and sites. Its 127 signatories include the European Atomic Energy Community (Euratom), Iran, Russia, and the United States.
